STATEMENT OF ISSUE: Award the bids to all rental car companies that responded to the
RFB for management and operation of a non-exclusive rental car concession at the Destin-Fort
Walton Beach Airport.
BACKGROUND & ANALYSIS: The Airport staff requested a bid be advertised for all
responsible and qualified respondents which were interested in managing and operating a non-
exclusive rental car concession at the Destin-Fort Walton Beach Airport. The rental car
concessions agreements expired on September 30, 2012 and have been subsequently extended on
an annual basis. The County has up to five (5) rental car concession facilities at the Airport
which they were interested in awarding. The concessions to be awarded were considered non-
exclusive.
All bid respondents are currently operating at the airport and were found to be experienced and
met the business and financial qualifications. The submitted bids included individual brands and
co-brands which were evaluated and ranked by minimum annual guarantee (MAG) for
assignment of facilities. Co-branded proposals were evaluated together for assignment of
facilities (ex. In terminal counters/space) and separately for allocation of spaces. Avis and
Budget indicated that they will co-brand and were ranked number one with a combined MAG of
$601,000. National Car Rental will co-brand with Alamo Rent-A-Car and were ranked number
two with a combined MAG of $446,287. Hertz will co-brand with Dollar Rent-A-Car (DTG
Operations, Inc.) and were ranked number three with a combined MAG of $394,300. Enterprise
Rent-A-Car ranked number four with a MAG of $265,647. Space allocation for ready/return
spaces will be based on the individual MAG and ranked as follows: Budget, Hertz, Avis, Alamo,
Enterprise, National and Dollar. The location will be determined by the Airport Director or his
designee. The proposed contracts will be brought back before the Board for approval.
OPTIONS: Approve/Deny award of the bids to all rental car respondents for the management
and operation of a non-exclusive rental car concession at the Destin-Fort Walton Beach Airport.
RECOMMENDATION: Staff recommends approval to award of the bids to all rental car
respondents for the management and operation of a non-exclusive rental car concession at the
Destin-Fort Walton Beach Airport.
