STATEMENT OF ISSUE: Staff requests approval of the contract with Strategic Contract
Solutions, Inc. for Lead Generation Services for the Emerald Coast Convention Center. (ITQ
TDD 30-16)
BACKGROUND & ANALYSIS: Purchasing staff assisted the Tourist Development
Department obtaining a vendor to provide lead generation services for the Emerald Coast
Convention Center (ECCC). The initial research for the procurement indicated that the contract
would be well below the bid threshold amount so an invitation to quote was used for the
procurement. However, when the quotes were received they exceeded the initial anticipated
amount. (The quote was advertised on the Purchasing website and the Florida Purchasing Group
(BidNet) and we received three (3) quotes.) The initial one year contract amount is $40,210.08,
however, there is a possibility for renewals if there is interest from both parties. If the renewal is
exercised it would reach the Chairman’s signature authority. These services are a means to
produce new business for the ECCC. The target audience includes corporate, association,
government, social, educational, sports, religious, and military events and meeting planners. The
contract is complete and is prepared for the Chairman’s signature.
OPTIONS: Approve/Deny the contract with Strategic Contract Solutions, Inc. for lead
generation services for the ECCC and authorize the Chairman to sign the document.
RECOMMENDATION: Staff recommends approval of the contract with Strategic Contract
Solutions, Inc. for lead generation services for the ECCC and authorization the Chairman to sign
the document.
