STATEMENT OF ISSUE: Purchasing requests Board approval to begin negotiating a contract
with the Advocacy Group for State Lobbyist Services. (RFQ BCC 43-16)
BACKGROUND & ANALYSIS: Staff requested that Purchasing assist with procurement of a
lobbying firm to pursue legislative issues before the Florida Legislature. A request for
qualifications was issued to solicit qualified firms to perform the services and five (5) firms
submitted their qualifications. The Review Committee met and ranked the firms with the
Advocacy Group ranking the highest of the five (5) firms. Staff requests authorization to begin
contract negotiation with the Advocacy Group. The term of the proposed contract will be for
three (3) years with two (2) additional one-year renewals. The scope of services for the contract
will include advising, counseling, and representing the County in legislative initiatives. These
services include but are not limited to; implementation of legislative objectives, obtaining
sponsorship of bills or amendments, monitoring the implementation of laws and advise the
County on any actions needed to ensure compliance.
OPTIONS: Approve/Deny the authorization to begin contract negotiation with the Advocacy
Group for State lobbyist services.
RECOMMENDATION: Staff recommends approval to begin contract negotiation with the
Advocacy Group for State lobbyist services.
