STATEMENT OF ISSUE: Request approval of Allegiant Air media buy sheet for September in
excess of $50,000.
BACKGROUND: On May 17, 2016 the Board approved a contract with Allegiant Air (C16-
2404-TDD) for paid media services. Exhibit B of the contract provides a media plan by market
and media totaling $501K for the month of September. Exhibit A of the contract states “Actual
dollar spend may shift by week, but will not exceed the quarterly total” and “The media buy
sheet will be approved in accordance with the County’s procurement approval thresholds.”
Media buy sheets totaling $167K have been submitted for approval for September, which is less
than originally authorized. Memphis, Oklahoma City, Knoxville, and Fort Lauderdale are on
seasonal hiatus, so that budget will be reallocated to when the routes re-launch next year. An
updated Media Plan will be brought forth at a later date to reflect the changes. Media buy sheets
for TV and radio are set up to mirror billing month to facilitate invoice reconciliation. Media
buy sheets for out-of-home are set up based on total placement rather than month to mirror
billing. Although only one media buy sheet requires Board approval, the full list is provided
here in the interest of transparency:
