BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: August 16, 2016 TO: Honorable Chairman and Members of the Board FROM: Tracy Stage SUBJECT: Signatory Airline Operating Agreement for Contour Airlines DEPARTMENT: Airport BCC DISTRICT: 2 STATEMENT OF ISSUE: The Airports Department requests Board of County Commissioners' approval of the Contour Airlines' Signatory Airline Operating Agreement and Terminal Building Lease along with their incentive letter for operation at the Destin - Fort Walton Beach Airport. BACKGROUND: The Destin - Fort Walton Beach Airport and Contour Airlines have come to terms to allow Contour Airlines to conduct aircraft operations. The Signatory Airline Operating Agreement and Terminal Building Lease is the standard and approved Lease used by all current airlines. Contour Airlines has agreed to all terms and conditions of the Operating Agreement. The Contour Airlines incentive letter is also attached for signature. The agreement and incentives are within FAA Regulations, FAA Air Carrier Incentive Guidelines and FAA Grant Assurances 22 and 23. The contract and lease internal coordination documents are attached along with Contour Airlines' certificate of insurance. OPTIONS: Approve, Reject or Table. RECOMMENDATIONS: It is Staff's recommendation that the Board approve Contour Airlines' Signatory Airline Operating Agreement and Terminal Building Lease and their incentive letter as described above.
