Scope of Work
For
OKALOOSA COUNTY BAYWALK PROJECT
PHASE II PRELIMINARY DESIGN AND
ENVIRONMENTAL PERMITTING
INTRODUCTION
Taylor Engineering presents this scope of work and cost estimate to Okaloosa County (“County”) for
background data collection, natural resources investigations, conceptual planning, preliminary design, and
permit application assistance to support the second phase of the County’s living shoreline project
(previously Project Greenshores). Phase II includes the landside components of the proposed project
along the Veteran’s Park (previous Island Golf Center) property. The previous Phase I portion includes alt
waterside improvements ~ offshore breakwaters/oyster reefs, saltwater marsh restoration, public access
pier, existing dock expansion (Marler Park Boat Ramp), and water access features (e.g., kayak launch).
Taylor Engineering and Okaloosa County staff met with the Florida Department of Environmental
Protection (FDEP) staff on April 18, 2014 to discuss the proposed project and permitting requirements for
the second phase. This scope of work addresses the background data collection, natural resources
investigations, and permitting requirements as discussed with regulatory staff. Taylor Engineering will
apply the information collected to develop the landside conceptual design and support preliminary design
and permitting of the second (landside) phase.
ASSUMPTIONS
We have developed this scope of work with the following assumptions:
¢ The conceptual landside improvements will include elevated boardwalks and gazebo structures, at-
grade nature trails, and educational components. The proposed improvements will not require
stormwater or utility design.
* Wetlands delineation and habitat characterization work will only include the proposed Veteran’s
Park property and only minor portions of the leased property necessary for regulatory review.
+ Based on our conversations with County and regulatory staff, Taylor Engineering will prepare and
submit one permit application package for the entire project (both the waterside and landside
project components).
+ Given the waterside features currently included in Phase I of the project and the connectivity of the
landside and waterside areas, we assume FDEP will provide permit review and processing.
+ Okaloosa County will be responsible for all regulatory fees.
+ The proposed project does not include any requests for waivers or variances from County Land
Development Regulations and other Regulations or Ordinances.
* The conceptual permit application will not include any stormwater components.
¢ The proposed services do not include location of underground utilities or networks.
+ The proposed services do not include any work associated with offsite drainage studies, traffic
studies or any work associated with modifications to existing offsite roadways, geotechnical or
subsurface investigations.
ITEMS SUPPLIED BY COUNTY
Taylor Engineering assumes the County will provide the following additional documents:
A-1
+ Site development plans and lease agreements for the lease-holder properties in digital (pdf)
format, if available. These properties include the Gulf Coast Marine Life Center, Emerald Coast
Wildlife Refuge and Wild Willy’s Adventure Zone as well as any improvements to the Emerald
Coast Convention Center and Marler Park.
¢ Digital master plan drawings of the Veteran’s Park property in AutoCAD format showing all
leased property boundaries, existing uses, and proposed conservation/protected areas,
improvements, etc.
* Copies of existing County easements across neighboring properties between the proposed project
site and the Gulf Islands National Seashore (GINS).
« Any available additional studies, investigations, or preliminary designs completed for the County
property.
The following tasks comprise this scope of work.
TASK 1 — Background Data Investigations
This task includes efforts to obtain and review the available site background information that may be
required by FDEP. Based on our findings, we will determine which data to analyze and present as part of
future permit applications. Taylor Engineering will research specific regulatory and site condition
characterizations including natural resource assessments, endangered species occurrence data, historical
aerial photographs, and other available information pertinent to the project.
Following background data investigations and prior to obtaining topographic or natural resource surveys
(Tasks 2 and 3), Taylor Engineering, in collaboration with the Genesis Group (Genesis), will conduct a
field review of the site for the purpose of observing environmental conditions and to further ascertain
opportunities and/or constraints that may influence design considerations. The field observation will
include a detailed review of the existing shoreline, wetland, and upland conditions within the proposed
property and the interface with the future Veteran’s Park and other natural amenities. The review will also
consider design opportunities for optimized connectivity to the Convention Center, Marler Park and
potential access to the proposed Gulf Coast Marine Life Center, the Emerald Coast Wildlife Refuge and
Wild Willy’s Adventure Zone, where appropriate, to support a natural park operational program and/or
expand visitor experience. Taylor Engineering and Genesis staff will field identify specific areas of
interest to be refined/included within the proposed topographic and natural resource surveys.
Cost Task 1: $4,740.00
TASK 2 — Topographic Survey
FDEP will require an updated topographic survey of the project area for permit application review. Our
survey subcontractor will collect upland topography and general site features of the Phase II project area
(above the mean high water line). The survey will include the following:
Topographic survey of the approximately 17 acre upland area (excluding ponds)
Location of significant vegetation areas, trees, and treelines within the project area
Location of pond shorelines and water elevation at time of survey
Property boundary lines
Wetland delineation markers (as located by Taylor Engineering under Task 3)
Location of existing structures (roadway, parking areas, drainage, utilities, fences) within and
immediately adjacent to (within 50 ft) of the proposed project area
eon soe
A-2
Our subcontractor will provide signed and sealed drawings in digital and hard copy format including
these features. The drawings will be geo-referenced to the state plane coordinate system NAD 1983 and
vertical datum NAVD 1988.
Cost Task 2: $5,690.00
TASK 3 — Natural Resources Investigations
Future preliminary design and environmental permitting phases of the project will require an inventory of
existing natural resource conditions within the project area. As such, Taylor Engineering will perform a
natural resources survey to characterize and map existing vegetation and habitat conditions covering all
terrestrial, wetland, and aquatic communities within the proposed project area. We will describe plant
communities and develop vegetative species lists for each recorded community type. We will evaluate the
site with regard to the occurrence of nuisance/invasive species and provide an assessment of wildlife
utilization including state- and federally- listed species.
We will also field delineate the limits of jurisdictional wetlands within the project area pursuant to the
current methodologies of the USACE and state of Florida. We will stake/flag the jurisdictional wetland
boundary and record the position using a differentially-corrected global positioning system (DGPS) with
sub-meter accuracy. We will coordinate and attend a joint site visit with the FDEP and USACE to verify
the wetlands delineation. Following the verification meeting, we will incorporate any necessary
adjustments to the wetland line and provide the coordinates to the surveyor to facilitate formal mapping.
We assume wetland delineation and habitat characterization work will only include the project area and
immediately adjacent properties (within approx. 50 ft of the project area).
We will prepare a natural resources survey report to document the survey findings. The report will detail
onsite habitats and vegetative communities, wildlife utilization including state- and federally-listed
species, jurisdictional wetland boundaries, and nuisance and exotic species. The critical information
collected in this task will provide the environmental baseline for development of the conceptual site
design and will also provide the necessary information to develop the environmental permit application
for state and federal agency review.
Cost Task 3: $7,766.00
TASK 4 — Program Formulation / Workshop
Based on the information collected during Tasks 1 - 3, Genesis, in association with Taylor Engineering,
will conduct a programming workshop with representatives from the Tourist Development Department,
Parks Advisory Committee, the Okaloosa Island Lease Holder’s Association, and other relevant project
partners to overview the site data and further identify design components that will contribute positively to
a nature-based park design and operational program. Following the completion of Tasks 1 —3 and prior to
the workshop, Taylor Engineering and Genesis staff will conduct a field review of the site for the purpose
of observing environmental findings and to further ascertain opportunities and/or constraints that may
influence design considerations. The site visit will include a detailed overview of the existing shoreline
and landside conditions associated with the Okaloosa Baywalk Project and the interface with the future
Veteran’s Park and natural park amenities.
To support the workshop, Taylor Engineering and Genesis will present findings from the site analysis to
convey any physical / environmental influences that may be unique to the planning and decision-making
process. Taylor and Genesis will present in PowerPoint format a collection of traditional nature-based
park features and experiences to initiate collaborative discussion among the team members. Previously
A-3
developed site plans will also be on hand to illustrate prior park planning efforts. The workshop will focus
on identifying specific design issues
