The 7th Special Force Group is one of five active Special Forces Groups providing specialized support to
the combatant commanders. Special Forces units perform seven doctrinal missions: Unconventional
Warfare, Foreign Internal Defense, Special Reconnaissance, Direct Action, Combating Terrorism, Counter-
proliferation, and Information Operations. These missions make Special Forces unique in the U.S. military,
because they are employed throughout the three stages of the operational continuum: peacetime, conflict and
war. On an everyday basis, Soldiers of the U.S. Army Special Forces Command (Airborne) are deployed
around the world, living up to their motto - De Oppresso Liber. "To Free the Oppressed." The 7" Special
Forces Group maintains a continuous presence throughout Central and South America, conducting Special
Operations missions in support of the US Southern Command's Regional Engagement strategy. Since early
2002, the 7th SFG has also deployed almost nonstop for five rotations to Afghanistan in support of Operation
Enduring Freedom.
GSC Systems, Inc. provided voice, data and communications cabling, broadband distribution, closed
circuit television systems, and integrated intrusion detection and access control systems for all phases of the
new Northwest Florida home for the 7"" Special Forces Group on Eglin AFB across from Duke Field in Florida.
The Bay County Emergency
Operations Center and Gulf Coast
State College Public Safety Facility is
an innovative and cost effective multi-
use facility that brings first responders
and students together in a unique
environment. This new 50,400 square
foot center serves as the county's
central command during natural
disasters, and also serves as the center
of Gulf Coast State College's public
safety training and computer/technology
programs under routine daily conditions.
The Bay County Incident Command
Center has ten large screen displays
capable of monitoring all types of emergency situations and broadcast alerts. Since it's already associated
with the college, the EOC could become a training center for emergency management teams nationwide.
GSC Systems provided the voice, data and communications cabling, broadband distribution, closed circuit
television systems, integrated intrusion detection and access control systems for this efficient, multi-
functional, maximized-use educational and service complex in Southport, Florida.

To Whom It May Concern:
The US Army ie Special Forces Group (Airborne) Cantonment is a newly constructed US Army Base,
located on a 350 acre site in the north central region of Eglin Air Force Base, Florida. This 43 building
facility was custom designed and built to the detailed specifications of the elite Special Forces Airborne
command.
As Project Manager for the prime contractor, Hensel Phelps Construction Co., | had the privilege of
working with some of Northwest Florida’s most talented contractors, engineers and tradesmen. Among
these was GSC Systems, Inc., a woman-owned and family-operated local, small business. Though
small in size, GSC Systems demonstrated technical expertise and the ability to perform on a large scale
project.
Under a 2" tier subcontractor to Hensel Phelps, GSC Systems was selected to provide the integrated
security, voice and data communications, access control, video surveillance, fire and mass notification
systems that were integrated throughout the facilities located on the site, and designed to report to two
separate locations.
The integration of these innovative and complex systems into one cohesive network of electronic
security and communications for the entire base required extensive engineering, management,
supervision, and coordination with multiple contractors, the US Army, Air Force, Army Corp of
Engineers, and civilian support personnel. GSC was engaged as a “Team Player” throughout this two
year project.
GSC Systems performed this work in a skilled and professional manner while meeting stringent quality
standards and the project schedule. GSC'‘s craftsmanship, supervision, and coordination with others
throughout the project was excellent, and one of the best that | have witnessed on a project of this size,
scope and complexity. Their performance made a significant contribution to the success of the project.
Hensel Phelps Construction Co. greatly appreciates the effort of GSC Systems and looks forward to
having them as a Team Member on future projects of this size.
Please feel free to contact me if | may provide any further information.
Sincerely,
HENSEL PHELPS CONSTRUCTION CO.
