STATEMENT OF ISSUE: Request to begin contract negotiation with Oakwells Commuter
Rail, LLC for non-exclusive operation of food and beverage concession at the Destin-Fort
Walton Beach Airport. (RFP AP 01-17)
BACKGROUND & ANALYSIS: The Destin-Fort Walton Beach Airport staff requested that
Purchasing assist them with the procurement of a non-exclusive operation of food and beverage
concession. A Request for Proposal (RFP) was advertised and a total of two (2) proposals were
received. Purchasing staff moderated one (1) advertised Review Committee meeting and
discussions progressed regarding the selection of a vendor. The Review Committee made a
recommendation to begin contract negotiation with Oakwells Commuter Rail, LLC. Purchasing
staff is requesting Board authorization to begin contract negotiation with Oakwells Commuter
Rail, LLC. as the highest ranked firm with a fully responsive submission to the RFP. The
completed contract will be brought back before the Board for approval. The food and beverage
concessionaire will operate food and beverage services within the Airport Terminal including,
but not limited to: seated dining, snack bars and cocktail lounges.
OPTIONS: Approve/Disapprove the authorization to begin contract negotiation with Oakwells
Commuter Rail, LLC for non-exclusive operation of food and beverage concession.
RECOMMENDATION: Staff recommends approval to begin contract negotiation with
Oakwells Commuter Rail, LLC for non-exclusive operation of food and beverage concession.
