TOURIST DEVELOPMENT DEPARTMENT MEMORANDUM DATE: August 27, 2015 TO: Tourist Development Council FROM: Ed Schroeder, Tourist Development Department Director Charlotte Dunworth, Finance, Administration, & Compliance Manager SUBJECT: Horizons Contract Extension STATEMENT OF ISSUE: Request a three-month contract extension with Horizons for beach parks bathroom cleaning services. BACKGROUND: The current contract for beach parks bathroom cleaning is held by Horizons of Okaloosa County and expires in September 2015. The contract provides for automatic annual renewals. Horizons has provided this service for many years and there is no record of these services having ever been competitively bid. The County Attorney recommended these services be put out for competitive procurement. The RFQ for these services closes August 27. A three-month extension through December 31, 2015 of the current contract is requested to allow sufficient time to finalize the solicitation, negotiation, and new contract approval process. The current contract extension provides for the County’s ability to terminate the contract upon two weeks’ notice in the event a new contract is in place prior to December 31. Pursuant to section E.200 of the TDD Manual, the TDC shall provide a recommendation on contracts presented to the Board for approval. OPTIONS: Approve or Deny RECOMMENDATION TO BCC: Approve a three-month extension through December 31, 2015 to Horizons contract C08-1592-TDC for beach parks bathroom cleaning services.
