BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 21, 2016 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Request Approval of Interlocal Agreement w/Okaloosa Walton TPO for Marketing Support Services DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: Request consideration of a three-year Interlocal Agreement with Okaloosa-Walton Transportation Planning Organization (TPO) staffed by the West Florida Regional Planning Council to provide transit marketing support services for Okaloosa County's Emerald Coast Rider transit system. BACKGROUND: The TPO will provide transit marketing services support for the Okaloosa County EC Rider including development of the EC Rider brand and Website development & redesign. The cost for the first year of service is $45,000 and will be paid for with federal and state grants. Years 2 and 3 will be paid for with TPO funds provided the TPO is in receipt of FTA 5305 funds. Continuing the marketing services relationship with the TPO/WFRPC Consultant would be of great value by not only assisting the County staff with marketing tasks, but also because the TPO and its consultant are familiar with the marketing dynamics and challenges of the County and its transit system. This Agreement allows for a seamless and efficient continuation of the transit system's marketing initiatives. OPTIONS: The Board may approve the Agreement or not approve. RECOMMENDATIONS: Staff recommends that the Board of County Commissioners authorize the Chairman to sign the proposed Interlocal Agreement with the Okaloosa-Walton TPO to provide transit marketing support services for the transit system.
