STATEMENT OF ISSUE: Purchasing requests Board approval to purchase five (5) new Sport
Utility Vehicles from Duval Ford.
BACKGROUND & ANALYSIS: The Purchasing Division received information that vehicle
prices for the budgeted sport utility vehicles could increase if not purchased before November
17, 2015. The purchase of the vehicles will exceed the $50,000 threshold for quotes but to
effectively research the proposed price increase and to receive the prices prior to the November
17, 2015 deadline, quotes were requested in lieu of bids. The low quote from Duval Ford was
based on the Florida Sheriff’s Association contract which is a statewide purchasing contract and
is competitively bid. Section G (3) (d) (1) of the Purchasing Manual states that the Board may
approve purchases of over $50,000.00 without formal bids where it is deemed to be most
advantageous to the County. In addition, Section G (6) (b) says State contract prices may be
used without further negotiations on items to be utilized by the County. However, periodic
review will be conducted with non-state contract vendors to ensure that best prices are being
received. Purchasing staff did request an additional quote to ensure we were getting an equitable
price. Purchasing requests authorization to purchase five (5) sport utility vehicles from Duval
Ford based on the Florida Sheriff’s Association contract at $27,015 each; total purchase
$135,075.
OPTIONS: Approve/Deny the purchase of five (5) sport utility vehicles from Duval Ford for a
total price of $135,075.
RECOMMENDATION: Staff recommends approval to purchase of five (5) sport utility
vehicles from Duval Ford for a total price of $135,075.
