STATEMENT OF ISSUE: Request approval to issue a Request for Qualifications (RFQ) for
the design and production of the 2014-2015 Visitors Guide and appoint the following members
of the review committee: Tourist Development Department Director, Research and Development
Manager, Marketing Manager, and a member of the Tourist Development Council (or a member
of the Board of County Commissioners if so desired). The Purchasing Department will
coordinate the process and serve as a facilitator for meetings of the review committee.
BACKGROUND: The Tourist Development Department’s ad agency issued a Request for
Proposals (RFP) for design and production of the 2014-2015 Visitors Guide in late 2013 that
drew three responses. The way in which the RFP was issued may not have been in compliance
with County policy controls.
Staff would like to issue an RFQ for the design and production of the 2014-2015 Visitors Guide
in accordance with the County’s purchasing policy. The TDD will issue a letter to current
advertisers informing them the process has been delayed, and they may plan to participate with
ad pricing offered at a similar rate.
The Tourist Development Council unanimously approved County Purchasing coordination of the
2014-2015 Visitors Guide at its February 27, 2014 meeting.
OPTIONS: Approve or Disapprove
RECOMMENDATION: Approve the issuance of a Request for Qualifications (RFQ) for the
design and production of the 2014-2015 Visitors Guide and appointment of the aforementioned
members of the review committee.
