BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: October 20, 2015 TO: Honorable Chairman and Members of the Board FROM: Rick Owen SUBJECT: Approval of ORAC recommended project list DEPARTMENT: County Administrator BCC DISTRICT: All STATEMENT OF ISSUE: Request Board approve the project list for RESTORE direct component funding and follow on actions as described. BACKGROUND: At the October 13, 2015 RESTORE Workshop, the Board discussed and came to a consensus on the project list for Direct Component funding as recommended by the Okaloosa RESTORE Advisory Committee (ORAC). Additionally, the Board concurred with staff recommendation to seek reimbursement of funds expended for the planning activities related to development of the multi-year implementation plan (MYIP). The recommended method to recoup the $171,436.00 expended since the adoption of the Treasury rule is to reduce the maximum award amount for each project proposal by approximately 2.7%. Attached to this agenda item is the final ORAC recommended list of projects, the original requested amount for each project, and the new amount after the 2.7% reduction for the MYIP planning reimbursement. RECOMMENDATION: Staff recommends the Board approve the project list for RESTORE direct component funding in two motions: 1. Approve the ORAC recommended project list 2. Approve reducing the potential award amount of each project on the approved list by approximately 2.7% in order to seek reimbursement of planning expenditures for development of the Multi-year Implementation Plan (MYIP) in the amount of $171,436.00. Additionally, staff recommends the Board direct development of the MYIP, and bring the completed plan back for final approval at a future meeting.
