Lord and Son Construction, Inc., (L&S) has been determined to be the lowest responsive
bidder. Details of their bid are listed below:
o History‐ L&S is based out of Fort Walton Beach and has been in business for 40 years.
They have successfully performed numerous projects in the area, for the County of
Okaloosa and at the Airport.
o Size of Firm‐ Bonding capacity is $50M single project and $100M aggregate.

o DBE participation‐ The County goal is 4.3%. L&S does not list any DBE suppliers or
subcontractors but they have adequately completed the form “Statement of Good

o A bid bond and copy of insurance was provided. All required forms were satisfactory
completed. All six addendums were acknowledged. In our review, we found no major
unbalanced unit prices and no irregularities with their bid.
Funding‐ The cost for this project is funded exclusively through a $4,318,169 Other
Transaction Agreement (OTA) agreement with the Department of Homeland Security
Transportation Security Administration. No local funds are anticipated.
A description of the alternates is provided below for your consideration.
ALTERNATE No. 01: To furnish and install a new flat plate conveyor at the TC-1 line within the baggage make up
area as part of the new BHS system. The work shall include programming, integration of the new flat plate, removal of
the existing flat plate, and all work required for a complete and functioning system.
ALTERNATE No. 02: To remove and reinstall the new temporary flat plate conveyor at the TC- 2 line within the
baggage make-up area, as part of the new BHS system, after the temporary line is no longer needed. The work shall
include programming, integration of the new flat plate, removal of the existing flat plate at TC-2, and all work required
for a complete and functioning system.
ALTERNATE No. 03: To furnish and install two new in-line power faced-baggage-diverters, that shall be networked
with the entire BHS system, including removal of the two existing diverters between the ticket counter and the
Baggage Screening area (CBIS), if this alternate is accepted by the owner.
ALTERNATE No. 04: To furnish and provide Owner-Directed Baggage Handling System software and integration
Programming modifications after Initial Owner and TSA Acceptance and completion of the project. The Base Bid shall
include layout and programming of the entire baggage handling system through the motor control panel to achieve the
sequence of operations and throughput described in other sections of the specifications or drawings.
The combination of the base bid and all four alternates exceeds the OTA amount when
combined with A/E Construction Management Services. Based on this and correspondence
with the TSA, we recommend forgoing Alternate #1 and Alternate #4 and proceeding with
Alternates 2, and 3 only. With this scenario, we have re‐evaluated the bid totals and found
L&S to still be the lowest responsive bidder. Summarized below:
Base Alt 1 Alt 2 Alt 3 Alt 4 Total
Lord and Son Construction, Inc. $3,502,100 ‐ $75,400 $93,000 ‐ $3,670,500
Cathey Construction and
$3,515,582 ‐ $77,864 $95,590 ‐ $3,689,036
Development LLC
Pinnacle Construction Support
$3,890,326 ‐ $77,063 $95,052 ‐ $4,062,441

In summary, it is our opinion the bid is complete and responsive. Baker recommends award
of the contract to Lord and Son Construction Inc. for the Base Bid and Alternates 2, and 3, in
the amount of $3,670,500 subject to County Purchasing review and Okaloosa County Board of
County Commissioners’ approval.
Should you have questions, please advise.
Sincerely,
Michael Baker Jr. Inc.
