Purpose: Okaloosa County (COUNTY) is working to plan for the development of an additional potable water source to meet the future needs of the County's citizens, businesses and military establishments. In 2006, the North West Florida Water Management District (NWFWMD) completed an alternative evaluation of potential water supply projects for the COUNTY, which identified approaches for increasing water supply capacity in the future. Follow up evaluations and studies were completed, including the Water Supply Needs Analysis-Okaloosa County Technical Memorandum (TM), which was completed in July 2012. This TM presents four potential alternatives including: 1) No Action Alternative, 2) Surface Water Offline Reservoir, 3) Surface Water Direct Withdrawal, and 4) Enhanced Conservation and or Reuse Alternative. The purpose of this project is to ensure that a range of alternatives, to include all reasonable alternatives, is considered and fully analyzed prior to proceeding further with identifying a preferred alternative. This Scope of Work (SOW) will confirm, refine and evaluate, where needed, the four water supply alternatives presented in the July 2012 TM. In addition, as per the recommendation from the TM, this SOW will further examine potentially practicable alternatives for meeting the County's overall future needs, including alternate water sources (i.e., surface water, groundwater, or other appropriate naturally occurring sources, and other techniques to enhance, sustain, or optimize the naturally occurring sources (e.g., water conservation, use of reclaimed water, water supply systems interconnections, artificial recharge of aquifer.)) A key component of this SOW will be to analyze water supply alternatives in order to apbropriately capture all effects (economic, environmental and social) associated with plan selection leading implementation by OCWS. Article B. Scope of Services Task 1- Define Range of Water Supply Alternatives Given the on-going concerns regarding the sustainability of Floridian aquifer groundwater production along the coast, the draft 2013 water supply alternatives (WSA) from the NWFWMD notes that future demands may be met through development of alternative inland groundwater or surface water sources and that the NWFWMD will continue to evaluate alternative sources under the Regional Water Supply Plan (RWSP) including surface water, expanded use of the sand and gravel aquifer, conservation, and reuse. In light of these recent revisions, there is a need to further define the appropriate methodology for the evaluation of the alternatives with the intent of building on the existing TMs prepared to date. In conjunction with tasks to be completed by the U.S Army Corps of Engineers Mobile District {(USACE), CH2M HILL will assist the COUNTY to further define the appropriate methodology for the evaluation of the alternatives in light of these recent revisions with the intent of building on the TMs prepared to date. Task 1 will revisit the alternatives summarized in the 2012 TM. The work CH2M HILL will complete includes: 1. Obtain updated demand projection data from NWFWMD. 2. Rerun the existing demand forecast model using the most recent NWFWMD demand projections for Okaloosa County as well as adjustments, as appropriate, to better characterize each of the alternatives, i.e. water use reduction potential, etc. PAGE 2 FEBRUARY 24, 2015 3. Work with the USACE to develop a series of informational fact sheets. Task 2-Public Meetings/Open House on Preliminary Water Supply CH2M HILL will participate in a series of public meetings to be held in Okaloosa County to assist the COUNTY in soliciting feedback on the preliminary Water Supply Alternatives from local stakeholders. For this task, one (1) representative from CH2M HILL will attend up to two (2) meetings and/or open houses. USACE will develop all of the materials for the events. Task 3- Evaluation of Water Supply Alternatives Based on the feedback on methodology solicited in Task 1 and the local stakeholder feedback collected in Task 2, CH2M HILL will establish criteria for evaluating each of the alternatives carried forward using a series of economic, operational, environmental, and community factors. Using a spreadsheet analysis, the alternatives will be assessed based on their ability to meet the project's overall purpose of providing additional water supplies in the future and redundancy during drought or emergency conditions, their relative cost and their potential for significant impacts as part of future NEPA analysis. Task 4- Water Supply Alternative Evaluation Technical Memorandum TM A Water Supply Alternative Evaluation TM will be prepared upon the completion of Tasks 1, 2 and 3 to summarize the evaluation framework, the process, and the results of the alternative evaluations and identify the next steps. The TM will incorporate the results of worked completed by USACE in conjunction with this study and will provide the COUNTY with an analysis of reasonable alternatives to carry the preferred alternative forward, if warranted to implementation. A draft TM will be provided electronically to the COUNTY for their review. After the COUNTY’s review, a meeting between CH2M HILL, USACE, and the COUNTY will be conducted to review and discuss the results. COUNTY comments will be consolidated and transmitted to CH2M HILL. CH2M HILL will incorporate any comments, produce the final TM, and provide three (3) hard copies and an electronic copy to the COUNTY. Assumptions and Specific Conditions The following assumptions have been taken into consideration in the preparation of this Scope of Services and compensation. Should deviations from these assumptions be required to deliver the services described in this Scope of Services, the scope of work and compensation shall be modified accordingly and approved by COUNTY in writing prior to executing the changes to the Scope of Services. - The delivery of all tasks are reliant on work completed and information provided by others, including results of analyses to be completed by the USACE.
