BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: October 20, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Payment Approval for Fairchild Road Supplemental Task Order DEPARTMENT: Public Works BCC DISTRICT: 1 STATEMENT OF ISSUE: Hatch Mott MacDonald is asking for payment in the amount of $9,014.90 for additional right-of-way survey and wetland permitting efforts in connection with the Fairchild Road dirt-to-pave project. BACKGROUND AND ANALYSIS: Hatch Mott MacDonald, one of Okaloosa County’s general engineering consultants, is tasked with the design and production of construction plans for the Fairchild Road dirt-to-pave project. Task Order #5 under contract C06-1343-PW was executed on April 2, 2013 for the Not-To-Exceed amount of $77,822.00. During the course of the design it was discovered that additional survey data was needed in order to prepare a legal sketch and description for the unanticipated acquisition of a right-of-way corner clip from L3 Communications. Additionally, specific aspects of wetland impacts and stormwater permitting not included in the original scope of services, but through design it was determined these efforts were necessary in order to finalize and permit the design. In order to keep the project progressing through the right-of-way and permitting phases, Hatch Mott MacDonald performed the additional services based on a “good faith” as part of the overall design effort and did not request a supplemental task order until after the fact. Okaloosa County Public Works has subsequently approved Task Order #2 under contract C14- 2080-PW for the reimbursement of the additional right-of-way and wetland permitting services as follows: (1) Hatch Mott MacDonald: R/W survey, legal sketch and description, $6,307.50; (2) Wetland Sciences (subconsultant): wetland and stormwater permitting, $2,707.40; for a total fee of $9,014.90. Hatch Mott MacDonald has submitted Invoice #IN00005071 for payment at this time. Funds for the additional work are available within the existing project budget. OPTIONS: Approve/Disapprove payment in the amount of $9,014.90 to Hatch Mott MacDonald for additional R/W survey and wetland permitting efforts in connection with the paving of Fairchild Road.
