BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: March 17, 2015 TO: Honorable Chairman and Members of the Board FROM: Rick Owen SUBJECT: Non-profit application, award, and accounting policy DEPARTMENT: County Administrator BCC DISTRICT: All STATEMENT OF ISSUE: The County has previously provided funding to various non-profit organizations. The Auditor General has suggested that the County adopt a policy governing the application, award and accounting of these funds. BACKGROUND AND ANALYSIS: In its operational audit of the Board of County Commissioners and the Clerk of Court, the Auditor General noted that the County had not adopted policies and procedures for making contributions to private non-profit organizations. The Auditor General recommended that the County adopt written policies and procedures addressing criteria to be used in making such contributions. The attached Policy addresses: 1) eligibility criteria for non-profit organizations; 2) procedures addressing the submittal and review of funding applications; and 3) documentation necessary to establish how each contribution serves a public purpose. OPTIONS: Approve/Disapprove. RECOMMENDATION: Approve the proposed Non-Profit Funding Policy, a copy of which is attached to the agenda request.
