BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: March 17, 2015
TO: Honorable Chairman and Members of the Board
FROM: Jason Autrey
SUBJECT: Mount Olive Road Project
DEPARTMENT: Public Works
BCC DISTRICT: Districts 1 & 3N
STATEMENT OF ISSUE: Public Works Staff is requesting that the Board of County
Commissioners approve changes to the FY15 Road and Bridge Capital Improvement Plan. The
proposed change will decrease the time and cost of construction for Mount Olive Road and allow
for the reallocation of funds for immediate improvements along Adams Road in Auburn, Helms
Farm Road in Laurel Hill, Lakeview Drive off of Mount Olive Road and Lenwood Jackson Road
in Baker.
BACKGROUND: Public Works staff, on an annual basis, submits projects for to the Board of
County Commissioners for the Capital Improvement Plan. As proposed in the FY15 Road and
Bridge Capital Improvement Plan resurfacing is proposed to Mount Olive Road. The original
scope for this project was to mill and resurface the roadway at a budgeted amount of $600,000.
Currently, no expenditures have been made to this account with the full funding allotment
available now.
Staff originally intended to execute the work by mill and resurface the roadway. Millings
claimed from the project were planned for use on other roadways as a base stabilization material,
however it has been determined that the asphalt binder content may be too low for future
replacement. Considering the recent success in the overlay performed along PJ Adams Parkway
it has been determined that improvements could be done in a similar fashion to Mount Olive
Road at approximately half the cost. The proposed limits of the overlay along Mount Olive
Road is from Hwy 90 to Pennington Road. Staff believes that the resurfacing of Mount Olive
Road can be performed for an estimated $265,000.
With the savings realized from the scope change, staff also is proposing to fund other minor
improvement projects. Those projects to be added to the FY15 Road and Bridge Capital
Improvement plan include repairs to Adams Road in Auburn, Helms Farm Road in Laurel Hill
and Lakeview Drive off of Mount Olive Road.
The suggested reallocation of funds and description of work is:
Mount Olive Road - $265,000 - Leveling and overlay of existing roadway
Adams Road - $140,000 - Improve dirt roadway from Barnes Road to end of County
Maintenance
Helms Farm Road - $90,000 - Dirt road stabilization with limerock from Gilley Road to end of
County Maintenance
Lakeview Drive - $40,000 - Dirt road stabilization with limerock from Lakeview Dr intersection
to Yaupon Lane.
The total proposed budget for these four projects is $535,000. The remainder of the balance
($65,000) will be directed toward future improvements to Lenwood Jackson Road in the Baker
area.
All work proposed as part of this requested budget amendment is planned to be performed during
the current fiscal year without causing a delay to other proposed projects.
OPTIONS: Approve/disapprove the proposed amendment to the FY15 Road and Bridge Capital
Improvement Plan.
RECOMMENDATIONS: Approve an amendment to the FY15 Road and Bridge Capital
Improvement Plan to reduce the budgeted amount for Mount Olive Road to $265,000, add
Adams Road in the amount of $140,000, add Helms Farm Road in the amount of $90,000, add
Lakeview Drive in the amount of $40,000, add Lenwood Jackson Road in the amount of
$65,000.
