STATEMENT OF ISSUE: Set a public hearing for December 1, 2015 to consider changes to
Chapter 11 of the Code of Ordinances of Okaloosa County amending the code enforcement
provisions of the County Code, including enabling the use of nuisance abatement assessments.
BACKGROUND: During its regular meeting of September 15, the Board of County
Commissioners conducted a workshop to discuss a variety of issues pertaining to code
enforcement, including property maintenance and mechanisms to provide for more timely clean
up of nuisance properties. At the conclusion of the portion of the workshop concerning nuisance
properties, the Board directed staff to develop an ordinance that would enable the County to
utilize the uniform method of collecting non ad valorem assessments (aka "nuisance abatement
assessments") to recover the costs associated with abating conditions on properties that endanger
the public health, safety, and welfare. Staff has completed the ordinance, and is requesting the
Board to set a public hearing for adoption of the ordinance during its regular meeting of
December 1, 2015.
OPTIONS: The Board may set the requested public hearing or decline to do so.
RECOMMENDATIONS: Staff recommends that the Board of County Commissioners set and
authorize advertising for a public hearing to be held at 9:00 AM or soon thereafter in the Board
of County Commissioners meeting room in the Crestview County Courthouse located at 101 E
James Lee Blvd in Crestview to consider adoption of an ordinance amending Chapter 11 of the
County Code to provide standards to amend the code enforcement provisions of the County
Code, and to include within same provisions for the use of the uniform method of collecting non
ad valorem assessments to recover the costs associated with abating conditions on properties that
endanger the public health, safety, and welfare.
