STATEMENT OF ISSUE: Request approval to advertise a Request for Qualifications for a
Public Safety Radio System Analysis. (RFQ PS 64-16)
BACKGROUND & ANALYSIS: Public Safety has requested to advertise a Request for
Qualifications (RFQ) to obtain a public safety radio system design and engineering firm to
provide consulting services. The scope of work will involve a comprehensive analysis and
operational roadmap of Okaloosa County’s Public Safety Communications System Network.
This review will also open the opportunity for the development of solutions to implement a
countywide simulcast VHF P25 radio system. Purchasing staff is currently working with Public
Safety to complete the RFQ and finalize the scope of work. Staff requests the following
members for the Review Committee:
1. Daniel Dunlap, 911 Communications Division Chief
2. Vic Everett, Sheriff’s Office
3. Okaloosa County Fire Chief Representative (TBD)
4. Stephan Vaughn, Chief Correctional Officer
5. Mike Stenson, Airports Deputy Director Administration & Finance
Requests to negotiate with the top ranked firm and the final contract will be brought before the
Board for approval.
OPTIONS: Approve/Deny the issuance of a RFQ to obtain a firm to perform a Public Safety
Radio System Analysis.
RECOMMENDATION: Staff recommends approval of the issuance of a RFQ to obtain a firm
to perform a Public Safety Radio System Analysis.
