(2) Before funds for I emerging or enhancing technology can be . ·' received, County Supervisor of Elections and Chairperson of county governing body must certify that the county has purchased and made available sufficient equipment for casting and counting ballots to meet the needs of county electors including reducing the wait time at the polls during the early voting period and on Election day for the next regularly scheduled General Election.
