AGENDA REQUEST
DATE: December 1, 2015
TO: Honorable Chairman and Members of the Board
FROM: Paul Lawson
SUBJECT: Authorization to establish RFQ Selection Committee for update to
Corrections Master Plan
DEPARTMENT: Corrections
BCC DISTRICT: ALL
STATEMENT OF ISSUE: The Department of Corrections requests authorization to establish a selection
committee to review submissions provided in response to a Request for Qualifications (RFQ) to update
the 2006 Department of Corrections Master Plan. We recommend the committee include the Chief
Correctional Officer, Public Safety Director, Facilities Maintenance Manager James Puckett, Water and
Sewer Assistant Director Mark Wise, and Liaison Commissioner Trey Godwin, or other person(s)
designated by the Board.
BACKGROUND: In 2006, the BCC procured the development of a Needs Assessment and Master Plan
in order to address spatial constraints at the Department of Corrections stemming from an increasing
inmate population. On November 3, 2015, the Board authorized the issuance of an RFQ to update the
2006 Master Plan. We now request the establishment of a selection committee to review qualified
submissions.
