STATEMENT OF ISSUE: Two independent Request for Qualifications (RFQ) for Local
Agency Program (LAP) Continuing Services Contracts were recently advertised by Purchasing
on behalf of Public Works. At this time staff is requesting Board approval of the selection
committee in order to move forward with reviewing, ranking and selecting the top two firms for
each advertised contract.
BACKGROUND AND ANALYSIS: Purchasing recently advertised two RFQ’s soliciting
responses from firms interested in performing Design Services and Construction Engineering &
Inspection (CEI) Services for Okaloosa County’s LAP agreements with FDOT. Procurement of
these continuing services contracts will save the County much time and effort over the proposed
5-year contract period and allow projects to advance at a more efficient pace. RFQ’s were
advertised on April 27, 2015 with proposals due on Monday, May 18, 2015. In order to select
the two most qualified firms for each contract, a selection committee is being formed and
approval of the committee is being requested.
The requested selection committee members are:

Eric Broome, P.E., Design Engineer (PW)
Tracy Stage, A.A.E., Deputy Airports Director
Jason Autrey, P.E., Public Works Director (alternate)
Facilitator: Purchasing Dept.
Subsequent to the review, ranking and selection of the top firms, staff is also requesting Board
approval to allow negotiations of the contract scope and rates in order to obtain FDOT
concurrence before bringing the negotiated contracts to the Board for final approval.
OPTIONS: Approve/Disapprove the suggested selection committee members for the FDOT
LAP Continuing Services RFQ’s and allow staff to negotiate the scope and rates with the top 2
firms from each solicitation.
