STATEMENT OF ISSUE: The Airports Department requests the Board of County
Commissioners' approval of Amendment Two to the Fuels Management and Operations Services
contract at the Destin-Fort Walton Beach Airport.
BACKGROUND: The County entered into an agreement with Fuel FX, Inc. dba Emerald Coast
Aviation on October 1, 2011, to provide into-plane fuel service for all air carriers operating at the
Destin-Fort Walton Beach Airport (VPS). The term of the agreement was for five (5) years with
the County having the right to extend the Agreement for one (1) additional five (5) year period.
The County exercised the option to extend the term of the Agreement for an additional five (5)
years ending at midnight on September 30, 2021.
In an effort to ensure compliance with all contract provisions and to ensure that the best possible
Fuel Management Services are being offered at the Airport, the parties met and agreed that a
contract extension and provisions amendment were required. Contract provisions changed
include required equipment specifications, maintenance responsibility changes, term extension,
and flowage fee modifications. The term expiration is being changed to September 30, 2026. The
County's requirement to pay Fuel FX $0.12 per gallon for Ground Fuel was removed. The Jet
Fuel Flowage owed to the County from Fuel FX was reduced from $0.04 to $0.01. In addition,
we added the Public Records requirement and updated exhibit B to specify the maximum fee per
gallon and allow an event fee charge.

RECOMMENDATIONS: Staff recommends approval of Amendment Two for Fuels
Management and Operations Services at the Destin-Fort Walton Beach Airport.
