increase from $88,924 to $138,549
The County’s public works department is currently performing beach cleaning and raking, and could
assume beach park restroom cleaning for approximately $72K. If public works discontinues beach
cleaning, the cost to provide restroom cleaning would increase to approximately $104K due to the lost
efficiency of using the same work crew for both services. Both of these scenarios are less expensive
than Horizon’s $139K request. Due to the uncertainty of the situation, the proposed budget reflects
status quo and the current year Horizons contract amount of $89K.
Film Commission – increase from $66,500 to $146,400
The proposed budget reflects a funding level of $93,400, with the increase attributable to website
improvements, collateral, location guide, advertising, and travel.
Fort Walton Beach Chamber of Commerce – increase from $20,000 to $30,000
Due to funding constraints, both Chambers remain budgeted at $20K.
Destin Fire Control District – increase from $551,536 to $597,320
The contract states the District will receive “an amount equal to that which is budgeted and
appropriated…to the Okaloosa County Beach Safety Division for the provision of beach safety and
lifeguard services.” The proposed budget reflects $520K per County budget office estimates.
The attached document reflects the proposed FY 2014-15 Tourist Development Department budget that
will be presented to the County Administrator. Total revenues equal total expenses for each percentage
point, but more importantly, recurring revenues equal or exceed recurring expenses for the first through
fourth percentages. For the fifth percentage, recurring expenses exceed recurring revenues by $258K as
a result of increasing media spend to $1.9M to match South Walton’s current year spend for media
purchases. This enhanced marketing effort will be analyzed at year-end to evaluate the success of the
augmented media purchase strategy. Visual representation of the proposed FY15 budget follows:
