BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: December 15, 2015 TO: Honorable Chairman and Members of the Board FROM: GinNeal McVay SUBJECT: Confirm Hiring of Public Safety Director DEPARTMENT: Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Request confirmation of the County Administrator’s recommendation to hire Mr. Alvin Henderson as Public Safety Director with an estimated start date of January 5, 2016. BACKGROUND: The recruitment process for the Public Safety Director included extensive advertising both nationally and locally, resulting in 354 applicants. Upon review, a screening committee consisting of Carolyn Ketchel, Okaloosa County Commissioner; John Hofstad, County Administrator; GinNeal McVay, Interim Human Resources Director; Undersheriff Don Adams, Okaloosa County Sheriff’s Department; Dr. Christopher Tanner, M.D.; and Kevin Sasser, Fire Chief with Destin Fire, selected eleven candidates, including four internal candidates, for telephone interviews. Of those, the committee selected four candidates for personal interviews held on November 6, 2015. The screening committee has recommended the hire of Mr. Alvin Henderson to the County Administrator, who in turn concurs with their recommendation. Mr. Henderson has been employed by the Allegheny County Emergency Services since September 2009, as their Chief/Fire Marshal/EMA Coordinator and Assistant Chief - Operations/Training. Prior, Mr. Henderson served as the Manager of Emergency Response and Safety as well as the Director of Public Safety for Point Park University for over four years; Emergency Operations Manager at Allegheny County Emergency Services for over five years; and served in various firefighter and emergency management positions with the Borough of Jefferson Hills for over 26 years. Mr. Henderson holds a Bachelor’s Degree in Business Administration from Columbia Southern University. He is a Certified Emergency Manager (CEM) through the International Association of Emergency Managers (IAEM) and a Certified Fire Protection Specialist through the National Fire Protection Association. OPTIONS: Approve/Disapprove RECOMMENDATIONS: Confirm the County Administrator’s recommendation to hire Mr. Alvin Henderson as Public Safety Director at an annual salary of $106,995.20. In addition, authorize reimbursement of up to $2,000 in moving and relocation expenses based on receipts, with the provision that Mr. Henderson repay moving and relocation expenses if his employment tenure with the county is less than 2 years. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
