BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: December 15, 2015
TO: Honorable Chairman and Members of the Board
FROM: Rick Owen
SUBJECT: Commissioner Appointment Process Review
DEPARTMENT: County Administrator
BCC DISTRICT: All
STATEMENT OF ISSUE: Staff requests Board approval of resolution establishing a
procedure for the appointment of liaison positions.
BACKGROUND: There are various boards, committees, councils, and authorities [hereinafter
referred to in general terms as “boards”] which require the appointment of one or more county
commission representatives. In some instances, these appointments are statutorily driven; others
are based on charters; and others are based on requests from various community groups.
In addition, Commissioners are annually designated to serve as liaisons to various county
departments, agencies and constitutional offices. The role of a liaison Commissioner is not well
defined, but generally provides an advocate and a more-informed Commissioner point of contact
for the media regarding operations and initiatives.
At the December 1, 2015 regular BCC meeting, the Board directed staff to draft a resolution
establishing the procedure for making liaison appointments. This draft resolution is attached.
OPTIONS: Approve/Disapprove attached resolution.
RECOMMENDATIONS: Staff recommends Board approve resolution establishing a
procedure for the appointment of liaison positions.
