AGENDA REQUEST
DATE: August 5, 2014
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Fuels Management Amendment One
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: A proposed Amendment One to the Fuels Management and
Operations Services at the Northwest Florida Regional Airport is being presented to the Board of
County Commissioners for approval.
BACKGROUND: The County entered into an agreement with Fuel FX, Inc. dba Emerald Coast
Aviation on October 1, 2011 to provide into-plane fuel service for all air carriers operating at the
Northwest Florida Regional Airport (VPS). The term of the agreement is for five (5) years with
the County having the right to extend the Agreement for one (1) additional five (5) year period.
The County would like to exercise the option to amend and extend the term of the Agreement for
an additional five (5) years ending at midnight on September 30, 2021.
In consideration of extending the Agreement, Fuel FX, Inc. agrees to increase the fee paid to
County for each gallon of Jet Fuel delivered to the Fueling Facilities each month from $.02 per
gallon to $.04 per gallon. The Jet Fuel Fee for the term commencing on October 1, 2016 and
ending on September 30, 2021, shall be increased to reflect the increase in the Consumer Price
Index. In addition, the County currently pays Fuel FX, Inc. $.18 per gallon for managing,
operating, maintaining and repairing of the Fueling Facilities and fuel dispensing equipment for
Ground Fuels. This amount will be reduced to $.12 per gallon.
OPTIONS: Approve, Reject or Table.
RECOMMENDATIONS: Recommend approval of Amendment One to contract for Fuels
Management and Operations Services at the Northwest Florida Regional Airport.
