BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 5, 2016 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Task Order Approval for 2016 Road Preservation List DEPARTMENT: Public Works BCC DISTRICT: ALL STATEMENT OF ISSUE: Public Works staff annually provides a list of roads identified for surface treatment to the Board of County Commissioners for consideration and approval. Resurfacing roads with a traditional asphalt overlay is performed using in-house staff; however, alternative surface treatments and preservation techniques are performed utilizing services from an external contractor. Requested herein is the approval for the task order to perform various roadway preservation projects. BACKGROUND: Asphalt Paving Systems, Inc is the County's contractor tasked with providing annual road preservation techniques. Road segments and treatment types are selected based on staff recommendations of existing improved roads within the County's permanent maintenance system. Roadways are evaluated for various treatment options available from the contractor. Roadway preservations options include a Micro-surface and a traditional asphalt overlay. Micro-surfacing is a thin asphaltic application applied to roadways showing signs of pending failure. Applications typically seal moderate cracks, prevent further moisture intrusion and improve the ride surface to lengthen the life cycle of the roadway at a practical cost. Furthermore the micro- surface application typically does not have an adverse affect on curb and gutter storm drain systems, thus eliminating the need for a mill and resurface (dramatically keeping the costs down). Micro-surfacing is typically not an option on a Cold Mix prepared roadway because the application is very thin and cannot adequately address the stone loss that occurs over time with a Cold Mix road. This option can be applied to low, medium, and high volume roads with minor to moderate cracking and minimal indication of base failure. A list of selected roadways from each district is provided for consideration and approval along with an associated Task Order to the Contractor to perform the work. The road list provided maximizes the roadway segments available for each district based on the available funds. OPTIONS: Approve/Disapprove RECOMMENDATIONS: Request approval of Task Order 1 to Asphalt Paving Systems, Inc. under contract C16-2368-PW along with the associated road list to move forward with scheduling and performing the work. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
