BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 21, 2015 TO: Honorable Chairman and Members of the Board FROM: Zan Fedorak SUBJECT: Request Approval of Revision to the Tangible Personal Property, Commodity Inventory & Accountability DEPARTMENT: Purchasing BCC DISTRICT: All STATEMENT OF ISSUE: Request approval of revision to the Tangible Personal Property, Commodity Inventory & Accountability Manual. BACKGROUND & ANALYSIS: Purchasing requests to revise the language in Section 7(4)(B) of the current Tangible Personal Property, Commodity Inventory & Accountability Manual. This language references the collection and sale of scrap metals and states that an invitation to bid on scrap metals will be advertised in a local newspaper in accordance with the formal bid procedures. The formal bid process is time and staff intensive. Staff has determined that quotes can be requested in lieu of formal bids which will allow for the opportunity to obtain the highest available revenue for the materials. To remain consistent with other purchasing processes, three (3) quotes will be attempted. The vendor with the highest quote for the materials will be awarded. In addition, there may be an occasion when the best method for sale would be to utilize a public auction to sell the scrap metal. The revised language will allow for the option to utilize either the quote option or public auction whichever is determined to be in the best interest of the County. Both processes will be monitored by Purchasing staff. The revised language in Section 7(4)(B) of the manual will read: “Scrap metals may be sold by public auction or by attempting three (3) quotes to obtain the highest possible price whichever process is determined by the Purchasing Manager to be in the best interest of the County.” Staff requests Board approval to revise Section 7(4)(B) of the current Tangible Personal Property, Commodity Inventory & Accountability Manual to read as indicated above. OPTIONS: Approve/Deny the revision to Section 7(4)(B) of the current Tangible Personal Property, Commodity Inventory & Accountability Manual to address the sale of scrap metals.
