BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: April 15, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Polyengineering Task Order 115 Revision 2
DEPARTMENT: Water and Sewer
BCC DISTRICT: 1
STATEMENT OF ISSUE: OCWS staff requests BCC approval of Revision 2 to
Polyengineering Task Order 115 which provides for design, bid preparation and construction
management services for Del Cerro II public water supply well project. OCWS has requested
the services of Polyengineering under Task Order 115 per the terms of Contract #C05-1175-WS.
Revision 2 (attached) adds $27,592.00 in scope of work to the current Task Order amount, for a
new Task Order total of $166,432.00.
BACKGROUND: Polyengineering Task Order 115, for $128,702, was approved by the BCC in
February 2012. Polyengineering’s overall scope of work is to furnish engineering design, bid
documents, and construction phase services for a new public supply well, Del Cerro II. Layne
Christensen Company was the low bidder of the project and is under contract with Okaloosa
County for the construction of this project.
During the construction of the test well, a lower than expected yield was observed and the water
bearing formation was producing sand in sufficient quantities to be of concern. Extensive
discussions and evaluations were made on whether to further pursue or abandon the project; this
additional work was covered in Polyengineering Task Order 115, Revision 1 for $10,138.00.
The economics of abandoning the project were found untenable and despite the problems
observed with the test well, it was believed a permanent well could be developed through several
possible avenues (i.e. gravel pack, above-ground filter, or below-ground filter). The permanent
well has subsequently been drilled and results obtained that prove a gravel pack and screen/filter
will be required. The Contractor has submitted a change order for this work (Change Order #3
on this same BCC Agenda). Because of future maintenance on a gravel packed well, the well
head needs to be housed outside of the on site building to minimize future well rehab costs. For
example, the well may need to be re-chlorinated or acidized about 10 years from now. Since the
well head was originally designed to be inside the building, changes are necessary in the
engineering and architecture plans to move the well head outside of the building.
Moving the water supply well head outside the building will necessitate both a revision to the
previously approved site plan and also the redesign of the building to be in line with an outside
well head configuration. In addition to new architectural drawings, the electrical and mechanical
drawings will also require revision. Also, the Contractor, via his Change Order #3, requests an
additional 4-month time extension. Additional time/costs are allotted within this task order
revision to continue administering the project and provide continued on-site observation. Task
Order 115 Revision 2 adds $27,592.00 in scope of work as outlined above.
OPTIONS: Approve or deny.
RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute
Polyengineering Task Order 115 Revision 2, adding $27,592.00, for a total not to exceed amount
of $166,432.00 on the Task Order.
