STATEMENT OF ISSUE: The Growth Management Department requests that the Board
approve the attached Amendment No. 11 to the County’s contract (C10-1798-GM) with the
Okaloosa Community Development Corporation pertaining to the Neighborhood Stabilization
Program. This amendment will, most significantly, extend the expiration date of the Contract to
the end of the affordability period of NSP properties as well as amend the insurance
requirements as recommended by the Risk Management Department.
BACKGROUND: Through the Neighborhood Stabilization Program, the Florida Department
of Economic Opportunity (FDEO, then Department of Community Affairs) allocated to
Okaloosa County a total of $3,815,967.85. The County and FDEO entered into an Agreement on
November 24, 2009, thereby enabling the County to utilize the funds. Through the request for
proposals process, the County selected the Okaloosa Community Development Corporation
(OCDC) to act as its developer to utilize the NSP funds, and the BCC and OCDC entered into a
contract (C10-1798-GM) on April 20, 2010 to enable the OCDC to utilize these funds.
After several extensions, the Agreement between the County and FDEO expired on May 31,
2016. This amendment to the Contract with the CDC will allow the CDC, as Okaloosa County's
Developer, to continue to implement the County’s NSP plan, including development of the Palm
Village project, and use NSP program income funds for activities as specified in the NSP
workplan and this contract.
No County funds are required for the implementation of this program.
OPTIONS: The Board may approve the amendment or not approve the amendment.
RECOMMENDATION: The Growth Management Department requests that the Board
approve and authorize the Chairman to sign Amendment No. 11 to the NSP Agreement Contract
Number C10-1798-GM, between Okaloosa County BCC and Okaloosa County Community
Development Corporation.
