BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: July 6, 2016 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Approval of Transit Shelter Agreement with City of Ft Walton Beach DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: Request Board approval of Interlocal Agreement with City of Ft Walton Beach regarding purchase, installation, and maintenance of a transit shelter to be located in the southwest corner of the City complex parking lot off US Highway 98 (Miracle Strip Parkway SW). BACKGROUND: In order to help bring people to downtown Ft Walton Beach and encourage multi-modal transportation for residents and tourists alike, the City of Ft Walton Beach wishes to establish a park and ride location at its City complex generally located at 107 Miracle Strip Parkway. Installation and maintenance of a shelter on site is critical in encouraging people to use the facility. Through discussions with County staff and Maruti, the City has agreed to maintain a shelter at that location if the shelter can be provided. Transit shelters are a capital expense for which the County has received grant funding through the Federal Transit Administration (FTA), therefore a shelter can be purchased at no expense to the City or County. The attached agreement provides that the City and County will jointly select the type of shelter to be installed on site, and that the County will acquire the shelter using FTA funds in accordance with all applicable FTA procurement rules. The Agreement further provides that the City will install the shelter on site, and will be responsible for all applicable permits and inspections, and shall provide insurance for the shelter, with the County named as additional insured. The Agreement also provides that the City will maintain the shelter in a clean and functional condition. Finally, the Agreement provides that, in the event the agreement is terminated, the County will remove the shelter. The Agreement was approved by the City Council during its regular meeting of June 14, 2016. Exhibit A of the Agreement shows the location of the shelter relative to city Hall and the city Auditorium. OPTIONS: The Board may approve or not approve the Agreement. RECOMMENDATIONS: Staff recommends that the Board of County Commissioners approve and authorize the Chairman to sign the Interlocal Agreement with the City of Ft Walton Beach. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
