BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: January 6, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Beach Cleaning Equipment Storage Lease DEPARTMENT: Public Works BCC DISTRICT: 5 STATEMENT OF ISSUE: In order for the Parks Division to perform beach cleaning services along beaches in the Destin area, it is necessary to have a secure location to store equipment and waste containers. Staff has come to an agreement with Destin Water Users to locate a secured storage yard on property within the Destin industrial park. Approval and execution of the lease is requested at this time. BACKGROUND: In the spring of 2014 the Board of County Commissioners directed staff to perform beach cleaning operations along the beaches of Okaloosa Island and Destin. Due to logistical constraints, it is necessary to stage cleaning equipment, trash containers and other materials in Destin. Land use restrictions limit such activities to the industrial park area of Destin; unfortunately Okaloosa County does not own land in that vicinity. To alleviate the need to purchase land, staff worked with Destin Water Users to develop a lease area that could be utilized for such purposes. The attached lease allows for the storage, cleaning and parking of beach cleaning equipment, vehicles and other materials. Parks staff will construct a fence around the area to secure trash containers and other stored materials. The location of the site will allow for 24/7 access by Parks staff without hindering any other operations on site. The lease establishes one year terms, automatically renewed unless notice is given by either party in writing. An annual lease fee of $11,250.00 has been agreed upon for the use of the land (approximately 2.15 acres for storage and access); the fee will be pro-rated for the current fiscal year, retroactive to January 1, 2015. Funds for the lease will be provided by the Tourist Development Department as part of the annual beach cleaning services activities. OPTIONS: Approve/Disapprove the lease agreement for 2.15 acres between Okaloosa County and Destin Water Users for an annual fee of $11,250.00 for Beach Cleaning activities, pro rating the fee for the current fiscal year for $8,437.50 retroactive to January 1, 2015.
