BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: March 3, 2015 TO: Honorable Chairman and Members of the Board FROM: GinNeal McVay SUBJECT: Deputy County Administrator Hiring Confirmation and Reorganization DEPARTMENT: Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Request confirmation of the County Administrator’s recommendation to hire Ms. Kay Godwin as Deputy County Administrator and approve the proposed reorganization. BACKGROUND: On February 3, 2015, the Board approved the addition of the Deputy County Administrator position and authorized staff to begin the recruitment process. The internal advertisement period for Deputy County Administrator ended on February 11, 2015. In accordance with current HR Policy, the Board of County Commissioners appointed a screening committee consisting of Nathan Boyles, Okaloosa County Commission Chairman; John Hofstad, County Administrator; and Greg Stewart, County Attorney to review all qualified employment applications. Following the interviews of the internal candidates, the screening committee recommended Ms. Kay Godwin for the position of Deputy County Administrator. Ms. Godwin has been employed with Okaloosa County for almost 33 years, most recently serving as the County’s Human Resources Director for the last 9 ½ years and currently overseeing the functions of Human Resources, Risk Management, Purchasing and Veterans’ Services. Ms. Godwin holds a Master’s Degree in Public Administration from Troy State University, a Bachelor’s Degree in Human Resources Administration from Saint Leo College, a Senior Professional Human Resources (SPHR) certification and is a Certified Public Manager (CPM). The County Administrator has also recommended an overall reorganization as reflected on the attached organizational chart. With this change, the County Extension Department will report to the Deputy County Administrator and the Information Systems Department will report to the County Administrator. Both departments formerly reported to the Public Works Director. OPTIONS: Approve/Disapprove RECOMMENDATIONS: 1) Confirm the County Administrator’s recommendation to hire Ms. Kay Godwin as Deputy County Administrator at a salary of $125,507.20 effective March 2, 2015; and 2) Approve the reorganization proposed by the County Administrator.
