TO: Honorable Chairman and Members of the Board
FROM: Ed Schroeder
SUBJECT: TDC Vacancy Appointment
DEPARTMENT: Tourist Development Department
BCC DISTRICT:
STATEMENT OF ISSUE: Request approval to appoint Martin Owen to fill a vacant seat on
the Okaloosa County Tourist Development Council.
BACKGROUND: In April 2013, the Board appointed six (6) non-elected members to serve on
the Council. Daniel Empson, who was appointed to serve a two-year term as a Tourism Industry
member, has tendered his resignation. Section A.500(4) of the TDD Operations & Procedures
Manual requires vacancies on the Council to be filled in the same manner as the appointment of
the person whose absence created the vacancy.
Pursuant to F.S. 125.0104(4)(e), the six (6) non-elected Council members must be individuals
who are involved in the tourist industry and who have demonstrated an interest in tourist
development, of which, not less than three (3) nor more than four (4) shall be owners/operators
of a tourist accommodation. Currently the Council is comprised of three (3) Owner/Operator
members and two (2) Tourism Industry members. Thus, the vacant seat may be filled by either
an Owner/Operator member or a Tourism Industry member.
The Selection Committee convened a duly noticed public meeting on June 16, 2014 and voted to
recommend the appointment of Martin Owen to fill the vacant Lodging Industry Owner/Operator
seat for the remainder of a two-year term ending in October 2015.
The TDC recommended selection of Martin Owen at its meeting on June 26.
