David,
Didn't get the Mr. Wise comm. Yes, you're welcome to modify with correct names, etc. However, the text of the
agreement should not be altered.
Re: potential signatory change in January 2015. Suggest moving forward with agreement review/approval process. If Mr.
Windes does not remain chairman, we'll change the signatory and press on. Hopefully, our luck in working with
Okaloosa will hold. We've always been able to painlessly solve these minor issues and get the work done.

Looks like our combined e‐mail issues (USACE and CH2M HILL) caused some missed communication. Welcome to the
joys and pitfalls of the digital age.
Beverley, I just resent you the e‐mail I forwarded from Mr. Wise on Friday with some updated names. If OCWS is
allowed to modify with the updated information and return, we will be happy to do so. Also, note that the Chairman
will change in January so Mr. Windes may no longer be the Chair when this Agreement is signed. If this is an issue,
please advise.
Thanks,
David

Mr. Littrell,
Good afternoon.
My understanding is that Okaloosa County is interested in pursuing Phase IV of our ongoing Planning Assistance to
States (PAS) effort. The Mobile District is looking forward to a continuing relationship.
At Charles Owens' departure, the PAS program returned to me. I, with my supervisor Elaine Baxter, will be your points of
contact for Phase IV.
Attached are the approved Statement of Work and two iterations of the PAS agreement. Please review the agreement.
This is a template agreement and it is unlikely any deviations from the agreement will be acceptable to my chain of
command. Assuming the agreement is correct, please initiate the Okaloosa County and board reviews of the draft final
agreement. I understand that this will require getting on the Board of Commissioners agenda for their December
meeting. Please return the agreement with Messrs. Windes' and Dowd's original signatures in triplicate. We'll pursue
funding as soon as the signed agreement is returned.
Would you check your calendar for a time when you're available for a conversation? It would be a good idea if we
touched base.
Best regards,
Beverly A. Hayes
