STATEMENT OF ISSUE: A landowner, William R. Locke, has agreed to grant the Board of
County Commissioners the southerly 33 foot of his property which lies parallel and in
conjunction with the dirt portion of Steele Road.
BACKGROUND: Segments of Steele Road have been acquired and improved over time. The
Board accepted and approved deeds from landowners in the summer of 1986 and the spring of
1988 to pave a majority the road and minimize erosion. A 3000 foot segment west of West
Dodson Road and a 2400 feet section east of the bridge over Penny Creek are the only two
segments of Steele Road that remain unpaved.
Florida Department of Transportation (FDOT) is currently finalizing plans to construct a
concrete bridge over Penny Creek. The FDPT project, financial project ID 433910-1-52-01, is
1000 feet in length and includes paved approaches to the 150 foot long bridge.
As shown in the attachments, William R. Locke and wife have executed a warranty deed
granting the Board of County Commissioners the south 33 feet along the entire length of the
Locke's property. This will provide the County with a portion of the needed right-of-way to
complete the pavement from the bridge over Penny Creek to Griffith Mill Road. This dirt to pave
project is not scheduled, but could move forward with additional right-of-way.
By acceptance of this deed by the Board, the road department agrees to install a driveway culvert
along Griffith Mill Road at the location established by the landowner.
OPTIONS: Approve/Disapprove the acceptance and recording of right-of-way deed for this
segment of Steele Road.
RECOMMENDATIONS: Approve the acceptance and recording of right-of-way deed for this
portion of Steele Road.
