BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: July 7, 2015 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Request after-the-fact approval of Transportation Disadvantaged Grant DEPARTMENT: Growth Management BCC DISTRICT: All. STATEMENT OF ISSUE: Growth Management requests after-the-fact approval of the execution and submission of the 2015/2016 Grant Application, Agreement, and Authorizing Resolution for Transportation Disadvantaged Funds. BACKGROUND: Transportation Disadvantaged (TD) funds are to be used for the provision of passenger trips for non-sponsored transportation for transportation disadvantaged citizens in accordance with Chapter 427, Florida Statutues, and rule 41-2, F.A.C. Okaloosa County Transit provides this service under contract with the County. The Grant funds are available from July 1st, 2015 to June 30th, 2016. The program is administered by the Florida Commission for Transportation Disadvantaged (CTD) which determines the amount of funds to be allocated and provides the requisite application forms. The CTD did not provide the application form until after the deadline for the Board of County Commissioners' June 16 meeting. Since the Board will not meet until after July 1, the Emergency Grant Application provisions were invoked in order to submit the application, agreement, and resolution in a timely manner. Therefore, the materials attached to this agenda item have already been signed by Transit and Grants Coordinator and the Chairman and submitted to the CTD. The Authorizing Resolution resolves that the County is the legal applicant and that the Chairman, Vice Chairman, and Contracts and Grants Manager are authorized to sign specified documents related to the execution and administration of the grant. Local match funds requirement of $51,658, are generated through collection of fares for TD Trips provided. The County's public transportation provider, Okaloosa County Transit, receives TD funds on a reimbursement basis upon submission of invoices and backing documentation. General revenue funds are NOT required. OPTIONS: Ratify or disapprove execution and submission of the Transportation Disadvantaged Grant Application, Agreement, and accompanying Resolution to the Commission for the Transportation Disadvantaged. RECOMMENDATIONS: The Department of Growth Management recommends the Board provide after-the-fact authorization for submittal of the application and after-the-fact authorization for the Chairman to sign the Grant Agreement and Resolution.
