BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: July 7, 2015 TO: Honorable Chairman and Members of the Board FROM: All SUBJECT: OCSB Traffic Education Funds Budget STATEMENT OF ISSUE: Staff requests Board approval to reimburse the Okaloosa County School Board for its expenditures on driver’s education. BACKGROUND: The Board of County Commissioners of Okaloosa County passed Ordinance 11-17, entitled the“Megan Warman Driver Education Safety Ordinance” pursuant to Section 318.1215 Florida Statutes. This ordinance prescribes that: There is imposed a surcharge of $5.00 for each traffic penalty which shall be used to fund traffic education programs in schools located in Okaloosa County subject to the following provisions: (1) The clerk of the court shall collect an additional $5.00 with each civil traffic penalty. (2) Upon enactment of this ordinance, there shall be created a fund known as the Okaloosa County Traffic Education Fund. (3) This article provides for the board of county commissioners to administer the funds collected and shall be used for enhancement and not replacement of driver education program funds. (4) The funds shall be used for direct educational expenses and shall not be used for administration. (5) Each driver education program receiving funds shall require that a minimum of 30 percent of a student's time in the program be behind-the-wheel training. (6) All funds received by the clerk of the court pursuant to this article shall be deposited within ten days after the end of each calendar month, in the Okaloosa County Traffic Education Fund. (7) All funds raised by this article shall be budgeted and expended by the board of county commissioners by payment to the designated entity. The budgeting and expenditure of said funds is declared to be a proper public and county purpose in and for Okaloosa County, Florida. In order for the Okaloosa County School Board to expend funds generated under this ordinance, the School Board must first submit a request for a distribution from the Okaloosa County Traffic Education Fund. The attached document contains details pertaining to this request. OPTIONS: Approve/disapprove reimbursement of expenditures incurred by the Okaloosa County School Board for driver’s education from the Okaloosa County Traffic Education Fund. RECOMMENDATION: Staff recommends reimbursement of expenditures incurred by the Okaloosa County School Board for driver’s education from the Okaloosa County Traffic Education Fund.
