STATEMENT OF ISSUE: Consideration of a request from Gus Andrews, owner of Southern
Beach Service, LLC, to obtain a 2015 Qualified Beach Vendor Certificate to provide beach chair
and umbrella rentals on designated public beaches and a 2015 Qualified Beach Vendor Beach
Vehicle Permit to access public beach areas on Okaloosa Island. This is a renewal application.
BACKGROUND and ANALYSIS: Gus Andrews, owner of Southern Beach Service, LLC, has
met the requirements specified in Ordinance No. 13-07, County Recreation Areas: Section 5.
Permitted Vehicle on the Beach, Park, and Recreation Areas; Section 8: Commercial Activity on
Public Lands: Section 10. Permit for a Designated Beach Property to obtain a Qualified Beach
Vendor Certificate and Qualified Beach Vendor Beach Vehicle Permit. Granting this request will
permit said business to conduct commercial beach chair and umbrella rentals on designated
public beaches and access the beaches of Okaloosa Island in a specified vehicle on scheduled
dates/times.
OPTIONS: Approve/Disapprove.
RECOMMENDATION: Staff recommends Board approval and issuance of a Qualified Beach
Vendor Certificate 0010 and Qualified Beach Vendor Beach Vehicle Permit 0010 for the
calendar year of 2015 (15QBVC0010 & 15QBVBVP0010) to Gus Andrews, owner of Southern
Beach Service, LLC.
