BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: March 18, 2014
TO: Honorable Chairman and Members of the Board
FROM: Dino J. Villani
SUBJECT: E911 Equipment Hardware Refresh and Upgrades
DEPARTMENT: Public Safety
BCC DISTRICT: All
STATEMENT OF ISSUE: Request approval to purchase E911 hardware equipment and
software upgrades for Public Safety Answering Points (PSAP's) in Okaloosa County.
BACKGROUND: Okaloosa County Department of Public Safety provides the E911 answering
equipment for six PSAP's in Okaloosa County. The current E911 equipment is operating on the
Windows XP platform and the XP platform support and security lifecycle will sunset in April
2014. In addition, the current E911 hardware equipment is over 5 years old in a 24 hour 7 day
environment, thus a hardware refresh is vital to the operation of E911. The mapping upgrade is
necessary to continue to meet the requirements for Next Generation 911 (NG-911) for the ability
to receive text, photo and streaming video into E911 and due to the system’s unique ability to
interface with our existing E911 controller equipment.
Previous equipment purchases were assisted with State of Florida Department of Management
Services E911 grants; however, Okaloosa County was not eligible for grant funding in 2013 due
to an ample E911 reserve balance. This purchase would be made with E911 reserve funds we
have accumulated each year. This is a sole source purchase due to Century Link currently
providing our E911 maintenance contract and is the only vendor who could meet required repair
times in instances of critical outages or failures.
The cost of the purchase is $615,116.48 and would be paid for with E911 reserve funds.
OPTIONS: Approve or Disapprove.
RECOMMENDATIONS: Approve the purchase of the E911 equipment.
