BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 16, 2016 TO: Honorable Chairman and Members of the Board FROM: Ed Schroeder SUBJECT: FCNCC 2015-2016 Dues DEPARTMENT: Tourist Development Department BCC DISTRICT: 2,4,5 STATEMENT OF ISSUE: Request approval for payment in advance for Florida’s Coastal Northwest Communications Council 2015-2016 dues in the amount of $6,658. BACKGROUND: The TDD budgeted $20,000 for an economic impact study related to attracting and aggregating pelagic fish highly sought after by segments of the recreational fishing industry, but is able to obtain such a study at a lower cost as part of its membership in Florida’s Coastal Northwest Communications Council (FCNCC). FCNCC was established to coordinate the efforts of its members to promote the region’s attributes, amenities, and quality of life with potential visitors. Dues are invoiced on an as-needed basis. FCNCC recently agreed to fund the fish aggregator study project based on Matrix Design Group's $40,980 proposal for the study. All other member counties have already paid their dues, and Okaloosa County’s $6,658 dues must be received before the FCNCC is able to begin the study. Participating with FCNCC is more cost effective than conducting the study on our own. Per County policy, Board approval for advance payment may be requested if the payment results in savings equal to or greater than the amount earned by investing the funds and paying later or if the payment is essential to the operations of the agency and the goods or services are available only if advance payment is made. In this particular case, the services are available only if advance payment is made. OPTIONS: Approve or Disapprove RECOMMENDATION: Approve payment in advance for Florida’s Coastal Northwest Communications Council 2015-2016 dues in the amount of $6,658.
