Public Content Authorization of participation in the Florida Educator Health Trust (FLEHT) provides the Board with the opportunity to leverage economy of scale and risk sharing within the OCSD Health Plan. Unanimously recommended by the Benefits Oversight Group, FLEHT, operating under the Florida School Boards Association, is designed to support school districts through a collaborative health insurance trust. Its purpose is to strengthen districts’ purchasing power, ensure transparency, improve efficiency, and generate long‑term savings. By participating, districts maintain direct control over their health insurance programs while benefiting from the collective advantages of the trust. The following fees are charged by FLEHT: Initial Capitalization Fee (One Time Fee) - $15,000.00 Monthly Fee - $20.75 Per Employee Estimated Annual Fee - $622,500 These fees will be offset by the savings generated through pharmacy costs, stop loss insurance rates, and shared savings; therefore, the overall cost is listed as $0.00. We expect to have a savings, but the amount cannot be determined at this time.
