Jody Dunn, now in his 35th year as a band director and his 31st at his alma mater, Crestview High School, has been honored with a
Special Award from the John Philip Sousa Foundation. The award, part of the Bandworld Legion of Honor, honors exceptional band
directors who have dedicated their careers to high-quality concert band programs and significant contributions to the music profession.
Throughout his career, Dunn’s ensembles have consistently earned superior ratings at the Florida Bandmasters Association District and
State Concert MPA, as well as at the Music for All Southeastern Regional Concert Band Festival and the Smoky Mountain Music
Festival.
He has also served the Florida Bandmasters Association in multiple leadership roles, including District 1 Chairman, Ethics Committee
Chair, Music Selection Committee member, and Marching Band Task Force Chair. His numerous accolades include the Florida
Bandmasters Association Oliver Hobbs Award, the National Band Association Certificate of Merit, and the Otto J. Kraushaar Award
(received nine times). Dunn is also a member of the American School Band Directors Association and serves on the Phi Beta Mu
International Board of Directors. The Bandworld Legion of Honor was established in 1989 to recognize outstanding band directors who
have demonstrated excellence over at least 15 years of teaching and have made exceptional contributions to the band profession.
Recipients are honored at the annual Sousa Foundation awards ceremony during the Midwest Band Clinic in Chicago, Illinois.
Reflecting on his career, Dunn said, “I use music to reach students where they are and take them further than they ever imagined
possible. My goal is to create lifelong consumers of music and advocates for artistic pursuits in all aspects of life.” Superintendent
Marcus Chambers added, “We are incredibly proud of Mr. Dunn and the legacy of excellence he has built at Crestview High School. His
dedication to students, music education, and our community exemplifies the very best of what teaching can achieve. This recognition by
the John Philip Sousa Foundation is a testament to his talent, leadership, and lifelong commitment to shaping young musicians.”
Dunn received his Bachelor of Music in Education from the University of Southern Mississippi and continues to inspire countless

Public Content
Authorization of participation in the Florida Educator Health Trust (FLEHT) provides the Board with the opportunity to leverage economy
of scale and risk sharing within the OCSD Health Plan. Unanimously recommended by the Benefits Oversight Group, FLEHT, operating
under the Florida School Boards Association, is designed to support school districts through a collaborative health insurance trust. Its
purpose is to strengthen districts’ purchasing power, ensure transparency, improve efficiency, and generate long‑term savings. By
participating, districts maintain direct control over their health insurance programs while benefiting from the collective advantages of the
trust.
The following fees are charged by FLEHT:
Initial Capitalization Fee (One Time Fee) - $15,000.00
Monthly Fee - $20.75 Per Employee
Estimated Annual Fee - $622,500
These fees will be offset by the savings generated through pharmacy costs, stop loss insurance rates, and shared savings; therefore, the
overall cost is listed as $0.00. We expect to have a savings, but the amount cannot be determined at this time.

The Florida Legislature has appropriated funds for schools to participate in the Florida Safe Schools Canine Grant Program. The 2025
Florida Legislature expanded the eligible applicants to include all public-school districts, and fiscally constrained counties will be
prioritized for funding. School districts may apply for funds for the purchase, training or care of a firearm detection canine and other costs
associated with participation in the program.
“Firearm detection canine" means any canine that is owned or the service of which is employed by a law enforcement agency for use in
K-12 schools for the primary purpose of aiding in the detection of firearms and ammunition. A firearm detection canine must be trained to
interact with children and must complete behavior and temperament training.

by the Superintendent for approval.

Recommended Action : Motion to approve revision to Stop
Loss insurance.
Public Content
On September 22, 2025, the Board approved all insurance renewals including Stop Loss for calendar year
2026. The approved Stop Loss insurance plan covered January 1, 2026, through December 31, 2026, with a
Specific Coverage Deductible of $300,000 per individual. The total premium was:
Specific Coverage - $1,344,166
Aggregate Coverage - $25,671
Total - $1,369,837
If the Board approves joining FLEHT, the Superintendent recommends that the Stop Loss insurance be
changed to January 1, 2026, through June 30, 2026. As of July 1, 2026, the District would join FLEHT. The
attached renewal represents the new 6 month period. We are recommending a Specific Coverage Deduction of
$200,000 per individual since the insurance will cover a shorter time period. This coverage is more expensive
because the deductible is lower. The total premium would be:
Specific Coverage - $865,692
Aggregate Coverage - $12,835
Total - $878,527
Please direct any questions or request for additional information to Sarah Cato at (850) 833-5823.
