STATEMENT OF ISSUE: Amend the State Housing Initiatives Partnership (SHIP) Okaloosa
Agreement number C11-1900-GM with the Okaloosa Community Development Corporation.

BACKGROUND: On March 3, 2015, the Board of County Commissioners amended the Local
Housing Assistance Plans for the 07-10, 10-13, and 13-16 SHIP allocations to include the word
"acquisition" in the rental housing strategy as identified in the Seltzer Management Group's
programmatic review of the CDC's administration of the County's SHIP program. As the LHAPs
are included as attachments to the CDC's contracts with the County, the contracts must be
amended to include the revised LHAPs which have been accepted by the Florida Housing
Corporation, the agency which oversees the SHIP program at the state level.
This Amendment updates Exhibit “B”, the Ship Local Housing Assistance Plan (LHAP) to
Agreement C-11-1900-GM. This Amendment will also extend the expiration date to June 30,
2016.
No local funds are required for SHIP program administration.
RECOMMENDATIONS: Staff recommends that the Board of County Commissioners
approve and authorize the Chairman to sign Amendment 3 to Agreement, C11-1900-GM, with
Okaloosa Community Development Corporation.
