BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 7, 2015 TO: Honorable Chairman and Members of the Board FROM: Zan Fedorak SUBJECT: Approval to Purchase Front End Rubber Tire Wheeled Loader DEPARTMENT: Purchasing BCC DISTRICT: All STATEMENT OF ISSUE: [PUR] Request approval of quote from Florida Sheriff’s Association Contract in lieu of bids and to purchase a Front End Rubber Tire Wheeled Loader from Cowin Equipment for $107,267.70. BACKGROUND & ANALYSIS: Public Works-Road Division entered a requisition to purchase a Front End Rubber Tire Wheeled Loader. Purchasing staff received quotes based on the Florida Sheriff’s Association and State Contracts. Cowin Equipment Company, Inc. provided the lowest quote at $107,267.70. The Purchasing policy requires that all purchases above $50,000 be purchased through the bid process. However, the policy states that the Board may approve purchases over $50,000 without formal bids where it is deemed to be most advantageous to the County. Purchasing Policy also states that state contract prices may be used without further negotiations. Staff requests Board approval of the lowest quote based on Florida Sheriff’s Association Contract pricing for the purchase of the Front End Rubber Tire Wheeled Loader from Cowin Equipment Company, Inc. for $107,267.70. Staff will process a requisition if/when the Board approves the purchase. Funding is available for the purchase. RECOMMENDATION: Staff recommends approval of the quote for the purchase of the Front End Rubber Tire Wheeled Loader from Cowin Equipment for 107,267.70.
