STATEMENT OF ISSUE: The Department of Growth Management requests that the Board
authorize the Chairman and County Attorney to sign the Federal Fiscal Year 2016 FTA
Certifications and Assurances and approve the electronic submission of the Certifications and
Assurances.
BACKGROUND: As part of a federal grant process, successful applicants are required to
document their ability and willingness to comply with various federal regulations by signing
annual Certifications and Assurances. FTA has assembled those Certifications and Assurances
into twenty-three (23) categories. FTA requests grantees select and sign those Certifications and
Assurances for which an Applicant might seek federal assistance from FTA during FY2016.
Okaloosa County is allocated 5307 Urbanized Area Funding and 5311 Rural Area Funding.
Signing the Certification and Assurances is required to be completed online in FTA's Transit
Award Management System (TrAMS). However, attached is a copy of the 2016 Certifications
and Assurances as published in the Federal Register on March 09, 2016.
RECOMMENDATIONS: The Department of Growth Management recommends that the Board
of County Commissioners authorize the Chairman and County Attorney to sign the Federal
Fiscal Year 2016 FTA Certifications and Assurances and approve the electronic submission of
the 2016 FTA Certifications and Assurances by the Clerk's Contracts and Grants office.
