STATEMENT OF ISSUE: Request approval of the contract with Panhandle Animal Welfare
Society, Inc. for animal control services. (RFQ PS 70-15)
BACKGROUND & ANALYSIS: On May 17, 2016 staff presented a proposed contract with
Panhandle Animal Welfare Society, Inc. for animal control services for an annual price of
$492,000. The Board requested revisions to the contract. The main items were; new hires must
partner with an Animal Control Officer for 6 months, employees must wear name tags, and all
complaints must be reported to Public Safety. These revisions were made to the contract and the
vendor has signed the document. Staff requests Board approval of the contract and authorization
for the Chairman to sign the document.
The contract will allow a two percent (2%) increase after the completion of year three (3) of the
Agreement. The agreement may be extended for up to two (2) additional periods of one (1) year.
The contract will be effective upon execution by both parties and shall automatically terminate
five (5) years from the date of execution. The contract focuses on the service being provided in
compliance with all County ordinances, Florida statutes, and applicable laws and regulations.
Reports and documentation that ensure accountability to staff and the citizens of Okaloosa
County will be addressed in the contract language. Staff requests approval of the contract and
authorization for the Chairman to sign the document.
