BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: September 15, 2015 TO: Honorable Chairman and Members of the Board FROM: Paul Lawson SUBJECT: Purchase Approval for Philips MRX ALS Cardiac Monitors DEPARTMENT: Public Safety BCC DISTRICT: All STATEMENT OF ISSUE: Request approval to purchase four (4) Philips MRX ALS cardiac monitors from Southeastern Emergency Equipment to replace four (4) aged Physio-Control LP- 12 Monitors purchased in 1998 at a total cost of $91,407.22. BACKGROUND: Okaloosa County EMS has an aging inventory of Physio-Control LifePak 12, 12-lead monitor/defibrillators for cardiac diagnosis and treatment dating back to 1998. They are seriously aged monitors that require replacement due to having reached their end-of-service life. The monitors lack the latest advancements in cardiac monitoring technology and fail to meet current pre-hospital standards of care. Okaloosa EMS, Okaloosa Island Fire Department, Ocean City Wright Fire District, and North Bay Fire District are partnered in an application to the Department of Homeland Security 2015 Regional Assistance to Firefighters Grant for $858,341 in total funding to replace 25 obsolete cardiac monitors in the 4 different departments in Okaloosa County. As of September 1, 2015, that application has not been funded. As a contingency, EMS budgeted $125,000 in FY15 to begin replacing cardiac monitors at a rate of 3 to 4 per year if grant funding fell through. Three independent quotes for four (4) Philips MRX ALS cardiac monitors have been obtained. Southeastern Emergency Equipment $91,407.22 Philips $95,060.00 Bound Tree Medical $100,330.72 As such, approval to purchase four (4) Philips MRX ALS cardiac monitors from Southeastern Emergency Equipment is requested. County Purchasing manual states, "The Board may approve purchases of over $50,000 without formal bids where it is deemed to be most advantageous to the County." OPTIONS: Approve/Disapprove.
